Cascading Style Sheets (CSS) are an integral part of all applications developed for use either on the Web or by Web-based browsers. In spite of the best efforts of organizations like World Wide Web Consortium, standardization on CSS syntax, elements and behavior has remained illusive. This results in a number of headaches when trying to get HTML, DHTML, XML, etc. pages to look and behave identically across different browsers or different computers. Here we have a list of references to help navigate the sea of difference.

W3Schools CSS Tutorial & Reference
This is an excellent site for beginners and veterans alike. It contains information on the CSS, CSS2 and CSS3 standards.
DevGuru CSS Reference
A great quick-reference site, albeit missing any in-depth reference material.
Microsoft's (MSDN) Internet Explorer CSS Reference
A good place to look for Internet Explorer specific attributes and issues. You may want to take a particular look at the Measuring Element Dimension and Location document, especially if you constantly get confused as to what padding vs. margins does.
Scroll-Bar Manipulation Quick Reference (IE only for now)
